Australians should be able to enjoy sport and entertainment in environments that are safe and free from harm caused by alcohol. Commercial free-to-air television continues to play a significant role in the lives of Australians, and in shaping community norms and behaviours. More than half of Australian adults are watching broadcast television each week, according to the latest data from ACMA.
In March 2026, the NT Legislative Assembly referred the Liquor Legislation Amendment Bill 2026 to the NT Legislative Scrutiny Committee for a rushed inquiry, seeking submissions within just one week. In the Bill, the NT Government did not give sufficient regard to the right to health, or to the ‘consultation’ process on the Bill. The Bill would likely contribute to preventable harm in the Northern Territory community.
In October 2025, the Australian Government launched an inquiry into the relationship between domestic, family and sexual violence (DFSV) and suicide. The Terms of Reference were broad, covering at-risk groups, prevalence, reporting, prevention, legal, health, mental health and other services. However, there was no mention of investigating the role that alcohol plays in DFSV and suicide.
Vulnerable groups, including children, are the object of direct alcohol marketing in the booming digital ecosystem, and the dire lack of regulation and transparency of digital platforms makes this a lucrative space for alcohol companies to recruit drinkers.
PAAC and FARE strongly support the introduction of a risk-based licensing scheme to replace the current scheme which is grossly outdated and inadequate.
Alcohol is no ordinary commodity. It is one of the leading contributors to death and disability in Australia and is a causal factor in over 200 disease and injury conditions.
Given the seriousness of the devastation of alcohol harm, the ACT Government is to be commended for its commitment to tackling this problem in the ACT.
On 11 October 2018 the Ministerial Forum on Food Regulation for Australia and New Zealand decided to mandate the application of pregnancy warning labels on all packaged alcohol products.

As a health promotion charity registered with the ACNC, FARE responded to the Commonwealth Government’s invitation to comment on its review of of the ACNC Act 2012 and the ACNC (Consequential and Transitional) Act 2012.
In its submission to the NT’s Alcohol Review Implementation Team, FARE stated that the Draft Guidelines for community impact assessment provide a good foundation for the assessment of the impact of liquor licence applications in the Northern Territory.
The submission outlines the health and economic harms associated with the current approach to alcohol taxation, and shows the wide-ranging support for reform and effective measures to instigate cost-saving preventive measures.
